Developers Regroup After Data Center Denials

If you’ve been following the local data center news, you already know that HHHunt, a real estate developer headquartered in Henrico County, and Tract, a data center site developer out of Colorado, both had significant hyperscale data center projects denied by Hanover County recently.

HHHunt’s proposal for Hunting Hawk Technology Park was declined by the Hanover Board of Supervisors back in March. Tract’s proposal for Mountain Road Technology Park was declined in late May.

This past week, both developers are back in the news with new proposals.

HHHunt has proposed a 98 unit housing project called Verada for part of their property adjacent to Hunting Hawk Golf Course in Hanover and the Wyndham Community in Henrico. This project is one tenth the size of a previous 900 unit, 55+ community proposal that fell apart in 2019 after a legal battle with Henrico County over road access via Wyndham. Verada will consist of two separate groups of homes that do not connect with protected wetlands in between. Private water treatment facilities will be required since there is no public water or sewer onsite. Access to these communities will be via Ashland Road and Cauthorne Road in Hanover County.

Tract seems to have figured out that Hanover isn’t going to be an easy win for their industrial development and have moved on to try their luck in Goochland County with a proposal to develop Tuckahoe Technology Park. They are targeting a deal for the 900 acres that was added to the TOD last year by the Goochland BOS and which remains a point of contention (and a lawsuit) with residents, particularly those in the Mosaic community adjacent to the site. Interestingly, the 900 acre addition will require Tract to go through the public hearing process in Goochland County. Had they chosen other property inside the West Creek boundary they would have had by-right approval for their project.

Both of these projects are in the very early stages and not on the calendar for public hearings yet in either Hanover or Goochland.

And also intelligent AI regulation and data center/environmental regulations. I have concern about the kind of Wild West style lack of regulation of artificial intelligence. I think we need to take a systematic thoughtful approach so that we targeted AI rather than just an uncontrolled profit for a few big companies”.
