At a time when corruption runs rampant in the federal government, our cost of living is skyrocketing, our healthcare is under attack, and ICE is waging a reign of terror in American communities, we need and deserve a change for the better. On November 3, we can flip the 1st congressional district and replace incumbent Rob Wittman with someone dedicated to serving her constituents, not enriching himself from trading stocks, dining with lobbyists, and making fake phone calls to avoid questions about proposed cuts to Social Security.
Shannon Taylor stepped up to prosecute the case against Rob Wittman, and now she’s the nominee for CD1. Dependable, credible, hardworking, dedicated, battle-tested—all are words that describe her in a nutshell. A lifelong Virginian, Taylor has served as the Henrico County Commonwealth’s Attorney since 2012. She flipped this office from red to blue and wants to repeat that success for Virginia’s First District.

Taylor has been Henrico County’s top prosecutor for 14 years
Experience matters. So does public and community service. Taylor’s biggest accomplishments as Henrico’s Commonwealth Attorney are pioneering programs to support victims of human trafficking, creating a task force to tackle the opioid epidemic, and getting illegal guns off the streets. Under her watch, in 2025, Henrico County had a historic crime drop. Taylor’s long list of achievements includes supporting the development of Henrico County’s Animal Cruelty Registry.
Taylor’s Serve the People First Agenda
Taylor knows CD1 deserves better, so she’ll prioritize affordable everything: healthcare, groceries, gas, and utility bills, and more. She’ll also focus on accountability. Her Serve the People First Agenda has two main components:
- Stop Congress from using their positions for profit at our expense
- Reform our political system that raises our costs while protecting their donors and the powerful
Taylor seeks to lower costs and deliver justice long denied by politicians like Wittman, who only serve their wealthy donors. She’ll take her prosecutorial experience getting violent criminals off the street to Congress so she can help build safer communities through legislation.
Taylor will take on corruption
If you’re sick of corrupt politicians like Trump and how their greed is driving up the prices of everything you need to make ends meet, Shannon Taylor is ready to clean house. She has extensive experience taking on fraudsters and scammers, which will help her fight the true fraud in the federal government: Trump’s cryptocurrency ventures, DOGE, Trump’s illegal tariffs, Trump’s pet projects, and all the other things that are driving up costs for Virginians.
Taylor refused corporate PAC money
A representative who refuses corporate PAC money is beholden to their constituents, not Big Money or special interests. Taylor wants to restore trust in Congress. She “has pledged to never take a dime of corporate PAC money in this campaign or while representing us in Congress, so there is no doubt who she fights for.”
Yes, she accepted a donation from Dominion Energy while running for Attorney General, but when it came to her congressional campaign, she demonstrated growth by listening and learning. Meanwhile, the incumbent serves big donors and refuses to hold in-person town halls, so he’s not listening to us at all. Unlike Wittman, Taylor can’t be bought. You should vote for a candidate who will serve your interests, not corporate ones.
Taylor will protect us from predatory energy companies
Taylor has a history of opposing utility price hikes. The proposed acquisition of Dominion Energy by NextEra would drive up our utility bills, which is why Taylor opposes the NextEra-Dominion energy deal. She also challenged Wittman to sell his shares, but since “$68,000 of his PAC donations came from oil and gas, mining, chemical and manufacturing, and electric utilities,” he seems unlikely to rise to the occasion.
In contrast, Taylor plans to introduce/support legislation “to mandate that any new data center construction does not result in increased energy costs for our families.” That would make her a representative who stands up to corporations and special interests “who try to profit by increasing costs for our community.”
Taylor will protect the vulnerable
Whether it’s elders being scammed by fraudsters, women being trafficked, or children and infants being abused, Taylor’s track record shows she’s a protector. As a prosecutor, her office has helped veterans and people struggling with substance abuse/mental health disorders by connecting them to the resources they need to “live a healthy life.” At a time when cruelty and corruption are poisoning our country, Taylor’s brand of care and compassion is needed in Congress more than ever.
Flipping the 1st could mean flipping the House
Historically, CD1 voters have favored Republicans. Currently, it’s a highly competitive seat. Governor Abigail Spanberger won the gubernatorial election with a margin of 51% in our district, shifting the tide and prompting the DCCC to support Taylor through its Red to Blue program. If Taylor is elected alongside enough other candidates to flip the House, she could potentially deliver the following benefits:
- Reverse the costly effects of H.R. 1
- Fix the ACA
- Restore funding for Medicaid, our rural hospitals, etc.
- Support universal healthcare
- Help stop Trump’s illegal tariffs

Wittman voted for tax breaks for billionaires and his beach house. He voted to fund Trump’s illegal war in Iran. Wittman and Trump know there’s enough money to go around; they’re just refusing to share it with the rest of us.
