Wittman, McClellan and Subramanyam collaborate on bipartisan “Freedom to Invest in Tomorrow’s Workforce Act”

A bipartisan effort is underway to diversify the way Americans can use college savings accounts. The push was started in 2023 by Representatives Abigail Spanberger (D-07) and Rob Wittman (R-01). In 2025, Virginia Representatives Jennifer McClellan (D-04) and Suhas Subramanyam (D-10) are collaborating with Wittman and others on this important legislation.

The Freedom to Invest in Tomorrow’s Workforce Act, would allow 529 college savings accounts to be used for career readiness credentials and certificates. “It would ensure those who have 529 accounts for tuition, books, testing, costs related to training programs,” Spanberger (D) said.

“Science, Technology, Engineering, and Math (STEM) and Career and Technical Education (CTE) programs are essential to the future development of our nation,” said Rep. Wittman (R). “The majority of America’s workforce consists of middle-skill jobs that require more than a high school education but not a bachelor’s degree, and key industries are struggling to find adequately trained workers to fill these roles. We have a responsibility to prepare students for the demands of our 21st century workforce and economy, and we must do everything we can to expand access to resources to afford postsecondary education and career training. The Freedom to Invest in Tomorrow’s Workforce Act will help students in Virginia and across the nation secure in-demand, well-paying jobs, and I look forward to working with my colleagues to advance this bill so we can equip students with the necessary skills to succeed in the job market of tomorrow.”

“I want a better society for my kids. I’m passionate about healthcare. I’m a physician, my wife is in public health and the way healthcare is going right now is very frightening and I just want a candidate who is willing to go against what is happening on the national level. I’m concerned about out healthcare, I’m concerned about what’s happening with immigration right now and for me personally, I’m soon going on Medicare, and I’m concerned with what’s happening with that. Things are so divisive, you can’t even really talk about issues in a calm way”.

“I am passionate about gun safety regulation. I am passionate about enforcement of the anti-trust laws. Those are two big ones for me. And also intelligent AI regulation and data center/environmental regulations. I have concern about the kind of Wild West style lack of regulation of artificial intelligence. I think we need to take a systematic thoughtful approach so that we targeted AI rather than just an uncontrolled profit for a few big companies”.
